FOUR PROVINCIAL Youth Council presidents blame the Ministry of Women, Youth, Children and Family Affairs (MWYCFA) for the malfunctioning of Provincial Youth Councils.
The statement was made in response to the statement by the Director for Youth Development Division (YDD), Mr Andre Tipoki.
He had said that the Ministry of Youth will not to support the youth councils until the National Youth Congress (NYC) is properly established.
Speaking for the four presidents, Richard Sapia, president for central- provincial youth council (PYC), acknowledges Mr Tipoki response as welcoming news for PYCs.
However, he fears MWYCFA is using the transition of the NYC as an excuse to reduce support for PYC until 2017.
He says that this affects the numerous youths under the mandates of the PYC combined.
A number of rising youth problems are results of this YDD decision, he says.
Now almost every PYC is operating on adhoc basis because it has resulted from their low performance to deliver their roles and responsibilities according their mandates in terms of funding, he said.
Sapia reiterates that the PYC comes under provincial youth structures, but PYC alone cannot sustain its corporations because of little funding they have which cuts out the delivery of services to communities.

“We call on MWYFA, whether PYC continues to operate or wind-down, since everything is cut out what would happen, it seems PYC is placed in an awkward position,” Sapia said.
The presidents plead to the YDD to consider the impacts of their decision, both on the youths of the nation and the socio-economic impacts.
The four presidents are; Thomas Hadi- president for Malaita PYC, Aldrin Gukuna-president for Renbel PYC, Stanly Junior Siapu-president for Makira/Ulawa PYC and Richard Sapia- president for Central PYC.
