HONIARA OUTSPOKEN man, Mr Henry B Kahui has called on the Ministry of Public Service to be specificon who actually will benefit from the Long and Dedicated Service Benefits (LDSB).
Mr Kahui raised the comment following the Government’s publicised committment to address the Long and Dedicated Service Benefits (LDSB) for retired public servants in the country.
He said the idea initiated by the government to take that approach on board is joyous news for retired public servants, but which group entitled for this benefit is what they want to know.
“Because according to what we know there was a Public Service Circular Memorandum endorsed by the cabinet on the October 21, 2010.
“The memorandum was amended according to chapter (F), section 2901 of the general order that the amendment of the Memorandum should be effective on the January 1, 2010.
“And within the memorandum it stated that there must be $1,000 per year of service plus 36 pay days for retired public service,” Mr Kahui said.
However, he added that in 2011the second memorandum superseded the first one and came up with another memorandum with a lesser figure which is $1,000 per year of service plus 26 pay days.
Mr Kahui uttered that the reason for the drop of 26 pay days from 36 pay days in first memorandum is still unexplainable and that it also needs clarifications from the responsible ministry.
Correspondingly, he stressed that another important matter to the retired public servants is whether the LDSB will consider those covered by the first memorandum or only for those in the second memorandum and aftermath.
“Because it has been known that in 2010 there was a massive retirement made by public servants, and we don’t know maybe this is the reason for the execution of the second memorandum,” Mr Kahui said.
However, he pointed out that regarding these two memorandums the Ministry of Public Service needs to explain to the public particularly the retired public servants, those who will benefit from this LDSB.
Additionally, he said that in relation to that matter the Ministry also needs to explain to the public how they will carry out the distribution of the LDSB.
