THE SOLOMON Islands Bar Association has begun its awareness programme on the 2nd 2014 Draft Federal Constitution of Solomon Islands on Monday 13 June, 2016.
According to Constitutional Reform Unit (CRU) work programme for 2016, this is the final group out of the stakeholders’ consultations on the proposed Draft.
CRU has arranged for this meeting with the Bar Association to get the legal perspective on the proposed Federal Constitution.
These included lawyers practising from both private and public legal institutions in the country.
Out of 50 anticipated participants, around 30 members were present on Day 1 of the awareness programme, which was held at the Monarch IBS Conference room.
Mr Warren Paia, Policy Secretary of DCCG (Democratic Coalition for Change Government) Fundamental Reform Sector started the awareness programme on the Draft with a presentation featuring ‘From Unitary to Federalism’.
There was a general discussion on this presentation after Mr Paia concluded it.
Some points in discussion were on the fiscal and revenue sharing aspects of the federation; the capability and capacity of the country to handle a federal arrangement; powers of the spheres of government, and the transitional methods from the options presented.
The meeting will go through the 2nd 2014 Draft Federal Constitution with the members constructively contributing to the Draft, starting Tuesday 14 to Friday 17 June, 2016.
CRU is a division established within the Prime Minister’s Office to oversee the completion of the Solomon Islands’ Constitutional Reform programme.
